随着PPP模式的不断推广和应用,PPP项目收益分配得到了专家学者们的密切关注。合理的收益分配方案是PPP项目成功实施的关键因素之一。本文针对PPP项目核心利益相关者的收益分配,在提出基于投入比重的初始收益分配方案后,又提出了基于风险分担系数的收益分配方案和基于Shapley值法的收益分配方案,并利用网络分析法确定各单因素的权重,构建基于ANP的PPP项目综合收益分配模型。最后,通过实证对构建的PPP项目综合收益分配模型进行分析,验证了模型的可行性和有效性。

With the continuous promotion and application of PPP model, experts and scholars have paled close attention to the profit allocation of PPP model. Rational profit allocation scheme is one of the key factors in the successful implementation of PPP model. For the profit allocation between the core stakeholders of PPP model, this paper proposes a comprehensive profit allocation scheme based on analytic network process （ANP）. Firstly, the initial profit allocation scheme is based on investment factor; then, this paper proposes profit allocation schemes based on risk-sharing factor and Shapley value; furthermore, analytic network process is applied to determine the weights of the factors to build a comprehensive profit allocation scheme of PPP model based on ANP. Finally, a concrete case of PPP model is carried out to analyze the feasibility and effectiveness of the model.
