金融精准扶贫问题研究——基于贵州省修文县的思考与探索

Research on Accurate Poverty Alleviation of Finance

本文通过对贵州省修文县的实地调研,全面剖析修文县扶贫开发现状,总结修文县金融精准扶贫实践模式,并提出了存在的问题与瓶颈;最后,本文创新性地构建了金融精准扶贫的顶层设计机制和系统性良性循环机制,提出以探索实现"区域精准平衡、扶贫对象精准平衡、金融机构精准平衡、扶贫信贷风险补偿与分担精准平衡"这"四个精准平衡"来推动金融精准扶贫开发各项工作全面深入开展的政策建议。

This paper comprehensively analyzes the status of poverty alleviation through the investigation of Xiu-wen County in Guizhou province, summarizing the fruitful practice mode of accurate poverty alleviation of finance in Xi-uwen, pointing out the existing problems. At last, this paper innovatively constructs the mechanism of top level designof accurate poverty alleviation of finance and systematic cycle mechanism. This paper also puts forward policy recom-mendations that we should promote the work of accurate poverty alleviation of finance by exploring the realization of theaccurate balance of region, object of poverty alleviation, financial institutions, credit risk compensation and sharing ofpoverty alleviation.
