儿童忽视的保护原则与机制探究

Exploration on Protective Principles and Strategy for Child Neglect

儿童忽视是对儿童的伤害。保护儿童避免受到忽视的举措需要遵循儿童最佳利益原则和必要时剥夺不合格监护人的监护资格的原则。儿童忽视保护机制涉及刑法、未成年人法庭、强制报告和保护服务四大内容。现阶段,在我国构建儿童忽视保护机制应着力完善儿童忽视保护制度的政策法律,强化儿童忽视强制报告和咨询决策制度,加强公众有关儿童忽视的专题教育和获得社会支持。

＂Child neglect＂is a kind of injure to children. Measures protecting children from neglect must follow the best interests of the child and occasionally may require children to be taken away from improper guardians. The protection of children＇s right against neglect should be enforced through the four avenues of criminal justice, juvenile courts, mandatory reporting, and protective services. In the first phase of the implementation of this strategy, the country will make efforts to strengthen policy of law concerning child neglect by increasing reports through policies requiring mandatory reporting and surveillance, and increasing public awareness through education campaigns to gain recognition and support from greater society.
