摘要
就制度供给而言,制度安排的有效性取决于其制度目标实现路径设计与代理人个体目标理性选择路径的同向性和兼容性。所以,在存在个体理性约束的情况下,以少数民族身份为核心,以各种民族优惠政策为工具的传统少数民族文化发展机制,和以传承人名录制度为核心的保护制度,常因缺少与少数民族文化行动者(传承主体)目标的兼容性而失去预期的效用。因此,改革其治理机制,重塑制度与个体理性的目标间的激励兼容性,完善其个体预期收益增值机制和预期成本消减机制,协调个体内部行动机制中的工具理性与文化理性间的矛盾,才能在制度层面推进少数民族文化的可持续发展。
The effectiveness of institutions relies on the compatibility of public goal and individ- ual rationality. Therefore, under the constraint of individual rationality, the traditional ethnic cultural policies which focus on the welfare for ethnic and the inheritors become more and more lack of in- ventiveness. From the perspective of institutional analysis, it is necessary to rebuild incentive compat- ibility, to design value-added and cost-decreased mechanism and to coordinate contradiction between instrumental rationality and value rationality which exists inside the internal worldofminority individuals, and to push forward the sustainable development of minority cultures.
