落实全面从严治党的新要求,必须坚持群众路线,二者之间的关系极为密切,是由群众路线自身的特点、功能和价值取向所决定的。群众路线的特点决定了党的各项工作的出发点和工作目标都是为了人民群众,党的各项工作目标的实施和完成也必须依靠群众,服务于人民群众。群众路线的功能决定了只有坚持群众路线才能全方位地从严治党,群众路线是反腐倡廉的根本保证,只有接受人民群众的监督,才能真正地全面从严治党。群众路线的价值取向决定了只有从人民的利益出发,才能体现党的宗旨全心全意为人民服务。

Implementing the new requirement that CPC be strictly administered comprehensively needs insisting the mass line. They are closely related. The characteristics of the mass line determine the starting point and aim for doing everything is to serve the mass.
