Protecting Language Rights and Promoting Ethnic Cultures——Analysis on Tove Skutnabb-Kangas's Thoughts

在当前全球化、互联网时代,越来越多的语言濒临灭绝。如何保护语言资源,传承民族文化,以此发展民族经济和促进民族融合团结,成为多民族国家面临的现实问题。丹麦学者托弗·斯库特纳布·坎加斯(Tove Skutnabb-Kangas)认为应该坚持各少数民族群族的语言权利,保证他们使用母语接受教育的权利,从而维护文化生态的多样性,发展经济摆脱贫穷。她同时也提出了保护语言权利的做法以及母语为基础的双语/多语教育的具体操作方法。

With the development of the Internet and globalization, more and more languages are on the edge of extinction.Multi- ethnic countries are confronted with an actual problem that how to protect language resources and promote ethnic cultures, so as to develop national economy and strengthen national unity and integration. Tove Skutnabb- Kangas deems that language rights of ethnic minorities as well as the right to receive education in their mother tongue should be protected, in order to maintain cultural and ecological diversity, meanwhile developing the economy and getting rid of poverty. She also proposes how to protect language rights and procedures to conduct mother tongue- based bilingual/multilingual education.
