"以人为本"的公安文化建设是汇聚警力、凝聚警心的重要依托。公安物质文化的建设,可以为广大公安民警提供优良的工作、生活、训练环境,从而有利于增强其归属感、责任感和使命感;公安精神文化建设,可以缓解民警的工作压力,陶冶情操,提升其文化修养,激发集体荣誉感。只有"以人为本"的理念始终贯穿于公安物质文化和公安精神文化的建设中,才能最大限度地调动民警的积极性和创造性,为公安工作做出更大的贡献。

The construction of ＂people-oriented＂ public security culture is an important support for the gathering of police force and the cohesion of the police. The construction of material culture can provide an excellent condition for the work, life and training of the police and enhance their senses of belonging, responsibility and mission; the spiritual cultural construction can relieve pressure, edify sentiment, improve the accomplishment and stimulate the collective sense of honor. With the ＂people-oriented＂ philosophy guiding throughout both the material and spiritual culture construction, we can maximally mobilize the police＇s enthusiasm and creativity and make greater contributions.
