征地区片价政策执行梗阻及化解对策的研究

Study on Policy Implementation Obstruction of Compensative Price of Land Requisition and the Solution Countermeasures

征地区片价政策的实施是征地补偿制度改革的一项重要举措,对于解决征地补偿标准偏低、同地不同价、征地程序失范等突出问题具有重要指导意义。鉴于此,在对征地区片价政策背景进行研究的基础上,进一步论述了征地区片价政策执行梗阻的表现和产生原因,并提出相应的化解对策,以期减少征地过程中的纠纷和冲突,使征地区片价政策顺利执行,保障失地农民的合法权益。

The policy implementation of land requision price is an important measure for compensation system reform. It has important guiding significance to the solution to problems such as low compensation standard,different prices for the same kinds of lands,and anomie of land requision procedure. Based on the study on policy background of land requision price,the performance and causes of its implementation obstruction were discussed in this paper. The countermeasures were also put forward to reduce the disputes and conflicts during land requision and protect the legitimate interests of land- lost farmers.
