基于政府职能转变视角下药价改革的政策分析

Policy of Medicine Price Reform From the Perspective of the Transition of Government Functions

我国采用政府定价与市场价格相结合的药品价格政策,不断推进药价改革,逐步建立以市场为主导的药品价格形成机制。分析我国现行药品价格政策的背景和依据,解读药品价格新政策中政府职能的转变:减少政府对药品价格的直接干预、强化政府的引导与监督作用、完善基本医疗保障制度、引导医疗机构提高医疗服务水平。从深化医疗卫生体制改革、推动药品相关信息公开、加强药价政策评估评价等方面提出优化药品价格机制的政策建议。

The combination of government pricing and market pricing is adopted in China in medicine price and medicine price reform has promoted establishment a market- oriented pricing mechanism of medicine price. The author analyzed the background of current medicine price policy and explains the roles of government in the medicine price policy in terms of reducing direct government involvement,strengthening the guidance and supervision,and discussed the basic medical insurance system and medical service. From the aspects of deepening medical and health system reform,increasing the transparency of medicine information and strengthening the evaluation of medicine price policies,some policy suggestions are put forward to optimize the mechanism of medicine pricing.
