农村留守老人的养老困境与出路

Pension Dilemma and Solutions of Left-Behind Elderly in Rural Areas

随着城镇化、劳动力流动以及人口老龄化进程的加快,留守老人成为农村老年人的主体,留守老人的养老面临着经济、生活照料、精神慰藉等困境,不健全的农村社会化养老体系又加剧了留守老人养老问题的严峻性。在深入分析农村留守老人陷入养老困境原因的基础上,从养老金水平、养老机构设置、养老服务供给和孝道文化重建四个方面探索出适合我国农村留守老人养老的新出路。

Along with the acceleration of urbanization,labor mobility and the process of aging population,the left-behind elderly have become the main part of the rural aged. The dilemmas they have to face are demands in economy,life care and spiritual consolation. However,the imperfect rural social pension system has intensified the problem of left-behind elderly. This paper probes into the reasons of the left-behind old people in rural areas,and explore suitable solutions to this problem from the perspectives of pension level, setting of the pension agencies,pension service supply and reconstruction of filial piety culture.
