两网融合5个运作环节及其对再生资源行业转型的意义——写在“广州会议”之后

Study of five operational aspects in two network integration and the significance for the transformation of renewable resources

总结了全国城乡生活垃圾年产生量以及生活垃圾各种成分所占比例,分析了我国生活垃圾处理现状和存在问题,并参照广州经验,提出了建立我国生活垃圾收运处理体系的5个环节。特别强调,两网融合是破解垃圾围城的有效模式,而建立生活垃圾分类投放模式,是实施两网融合、促进垃圾减量化的重要环节。最后指出了两网融合是再生资源行业实现跨越转型的可行途径。

This paper summarized the annual production quantity and the proportion of various components of the national urban and rural waste, and analyzed the garbage treatment status and existing problems. According to the experience of Guangzhou, it put forward five aspects to establish the living waste collection and transportation and disposal system. In particular, the two network integration is an effective mode to solve the garbage siege, and establishing living waste classification deposition mode is an important link to implement the two network integration and promote waste reduction. Finally, it points out that the integration of the two networks is a feasible way to realize the transformation of the renewable resources industry.
