县域义务教育均衡发展的推进策略与成效——基于江西省吉安县的调查研究

Strategy and Effects of Promoting Balanced Development of Compulsory Education in the County Region:Based on the Investigation of Jian County in Jiangxi Province

县域义务教育均衡发展是实现我国义务教育均衡发展的必经阶段,也是我国当前推进义务教育均衡发展的重点。通过对江西省义务教育均衡发展示范县之一的吉安县的调查发现,该县在推进义务教育均衡发展方面采取了一系列重要举措,如合理规划学校布局、改造学校硬件设施、重视师资队伍建设、保障学生入学机会、增加教育经费投入、规范义务教育管理等。这些举措使该县义务教育阶段的学校网点布局、校园建设、硬件设施、教师队伍建设、学生就学机会、教育经费保障、教育质量提升等方面取得明显的成效。该县推进义务教育均衡发展的探索,可以为促进县域义务教育的均衡发展提供一定的借鉴。

The balanced development of compulsory education in the county region is the necessary stage in the process of realizing the balanced development of compulsory education in China, and it is the crucial issue at present. According to the survey In Jian county, as one of the model counties in promoting the balanced development of compulsory education in Jiangxi province, series of measures has been taken to promote the balanced development of compulsory education, such as properly adjusting the layout of schools, facilitating schools' equipments, promoting teachers' professional development, ensuring educational opportunities for all students, increasing education input, regularizing compulsory education management and so on. Such measures has taken great effects in such areas as the layout of schools, the school construction, the teacher development, the fair opportunity for students, the education finance insurance, and the improvement of education quality. Its measures and experience could serve as reference for promoting the balanced development of compulsory education in the county region.
