海南省进城农民工子女受教育权实现情况调查

An Investigation into the Realization of the Right of Rural-Urban Migrant Workers' Children to Education in Hainan Province

随着农村剩余劳动力源源不断向城市涌入,进城农民工子女的受教育权问题也随之产生。通过调研,发现海南省进城农民工子女的受教育权在实现中存在诸多问题:如受到不平等待遇;政策执行不理想;农民工子弟学校资源不足;家庭教育薄弱;权利意识淡薄等。通过分析,提出以下对策和建议:完善立法,加强执行监督;加强对进城农民工子弟学校的政策支持;加强宣传,促进家庭教育;加强对进城农民工及其子女的维权意识教育;凝聚社会力量支持进城农民工子女教育等。

The continual flow of rural surplus labor into the city results in the problems related to the right of ru- ral-urban migrant workers＇ children to education. The investigation discovers that plenty of problems exist in the realization of the right of rural-urban migrant workers＇ children to education in Hainan Province, such as the un- equal treatment, poor policy implementation, lack of school resources for migrant workers＇ children, weakness of family education, weak awareness of rights and so on. The following countermeasures and suggestions, through analyses, are put forward to improve legislation, reinforce supervision, strength policy support to schools for migrant workers＇ children, enlarge publicity to promote family education, increase education of rural-urban migrant workers and their children＇ s awareness of safeguarding their rights, as well as gathering social forces to support education of rural-urban migrant workers＇ children.
