South east of Fujian is an area with rich marine resources and has natural advantages and human advantages to develop the marine economy. However,the destroying of the ocean is aggravating while the ocean is utilized.The ocean is becoming more and more important for human beings. In order for this age and later generations to utilize the ocean permanently,We must take effective and feasile measures to enhance the continued clevelopment of the ocean.
