摘要
本文通过文献研究、典型调查和专家研讨等方法,构建了人才项目科技创新成效评估模型,进而设计了人才项目科技创新成效评估指标体系,包括科技创新资源集聚、科技创新绩效创造、科技创新行业影响和科技创新环境变化四个维度,分析了指标权重的设计方法,并提出了该指标体系的两种应用方式。
Through literature study, typical investigation, expert seminars and other methods, this paper builds an evaluating model to evaluate the technological innovation achievements of the talent project, meanwhile, it designs an index system based on the model. Specifically, the index system includes four dimensions, which are technological innovation resource gathering, efficiency creation, impact on the industry and environmental change. Finally, the paper analyzes the process how to design the weight of indexes, and puts forward two ways to apply this index system.
