铁路建设项目环保竣工验收方法浅析

New Development Trend of Energy Saving and Emissions Reduction of the Foreign Railways

我国的铁路建设项目环保竣工验收是近年实施的一项环境保护制度,目前尚处于发展阶段。铁路建设项目环保竣工验收是核查铁路建设过程环保防护措施落实情况的关键制度,是实现铁路建设和环境保护相协调发展、落实环保"三同时制度"的关键保障。通过对建设项目环保竣工验收方法的浅析,提出解决环保竣工验收中存在问题的办法,尽可能减少因环保措施未完善而引起的环境污染和生态破坏,促进铁路工程建设与环境和谐发展。

Up to now, the technological development of the energy saving of the foreign railways has presented the multipolar trends which have not only the continual development of the traditional technology of energy saving, but also the constant promotion and application of the new technology of the energy saving. Besides that, there are orderly transformation of the technological achievements of energy saving which are still at the experimental stage. These technological development tendencies of energy saving are mainly concentrated on two aspects. One is to reduce energy consumption of the train traction, and the other is to apply and promote the alternative technology of energy saving by using the new energy. Striving to achieve organic integration of the two aspects has become the future aim of the technological development of the energy- saving of the railways in some countries.
