Cost Sharing Mechanism of Distance Higher Education:A Case Study of " One Village One College Student Project" in Inner Mongolia

摘要以内蒙古自治区实施的"一村一名大学生计划"项目为个案,研究政府资助远程高等教育项目的目的、资助方式,分析远程教育系统中政府、学校及个人三方所承担成本比例的动态的变化。就国家开放大学系统而言,各层级办学单位的成本分担比例相对稳定,省级电大作为中间层级对资助项目的设计及执行起到至关重要的作用,基层教学点成本以人力资源成本和管理成本为主。
