摘要
高速铁路提高了区域整体的可达性,增进了城市与区域之间人才、信息、资本的流动,对振兴地方经济有着重要的催化和促进作用。但高速铁路的建设和运营耗资巨大,存在较大资金亏损,融资难度较大。为促进铁路的可持续发展,吸引社会资本投入铁路建设,文章从站区土地综合开发弥补铁路亏损的角度进行分析研究,以川南城际铁路沿线站点土地综合开发为例,提出站区土地开发业态、开发规模、建设时序、投融资模式的综合开发方案,以综合开发效益弥补铁路亏损,外部效益内部化,为铁路建设的可持续发展奠定坚实的基础。
High-speed railway improves the region's overall accessibility and enhances the flow of personnel,information and capital between city and region,develops the local economy and has an important catalytic and promoting role. But high- speed railway construction and operation is extremely costly with large fund loss and financing difficulty. taking land integrated development of stations along southern Sichuan intercity railway for example, the comprehensive development scheme including land development commercial activities, development scale, time sequence of construction,investment and financing mode is put forward in this paper,which will eventually benefit from the comprehensive development to make up the railway losses,and to achieve sustainable development of the railway.
