黑龙江省国有林区林业产业转型模式的构建

Forestry Industrial Transformation Model in Heilongjiang State-owned Forest Area

针对黑龙江省国有林区林业产业现状,依据2001—2014年黑龙江省国有林区林业产业相关数据,分析了黑龙江省国有林区林业产值增长率、产业主导性及多样性,并结合黑龙江省国有林区全面停止天然林商业性采伐的实际情况及《国有林区改革指导意见》、《国有林场改革方案》,提出:从资源型接续产业、非资源型替代产业、生态产业园区3个方面,构建黑龙江省国有林区林业产业转型模式。

We analyzed the forestry industry output growth,leading effect and diversity of Heilongjiang state-owned forest area with the data of 2001-2014,according to the current situation,combining the comprehensive logging ban. From ＂The state-owned forest area reform guidance＂and＂The state forest farm reform scheme＂issued by the CPC Central Committee and State Council,we constructed the model of forestry industry transformation from the resource-based update industry,non-resource based substituted industry,and eco-industrial park in Heilongjiang state-owned forest area.
