经济欠发达地区农民集中居住障碍及驱动机制构建

Obstacle of centralized residence of farmers in economic less-developed regions and driving mechanism construction

当前我国正大力推进新型城镇化建设,有必要结合农村实际情况在欠发达地区的农村积极谋划并稳步推进农民的集中居住.在分析农民集中居住的障碍与中心村建设可行性的基础上,提出了中心村的建设模式与驱动机制,即基于小城镇层面整合中心村的规划,创新中心村建设模式,构建村民为主体的多元化中心村治理机制等.

New type urbanization is promoted with great effort in our county. It is necessary to actively plan and steadily promote centralized residence of farmers in economic less-developed region according to practical situation. Based on analyzing the obstacle of centralized residence of farmers and the feasibility of central village construction, this paper puts forward the construction mode and driving mechanism in eluding integrating the plan of central villages on small town level, innovating construction mode of cen- tral villages and establishing diversified and villager oriented governance mechanism of central villages.
