摘要
对政府投资工程项目的主要影响因素进行了系统全面的分析,构造出影响因素的指标体系(即属性集)。为应对不确定信息和增加决策的科学性,采用多属性群决策理论由专家用区间不确定语言给出方案属性值的定性判断。为得到最优的综合方案,同时考虑属性间的交互作用,利用非可加测度及GS-IVIULCA算子来计算方案的综合评价值,属性权重由信息熵与Shapley函数确定。当专家及属性权重不确定时,分别建立了专家集与属性集上的最优模糊测度模型。基于此,给出了在信息不确定环境下政府投资工程项目方案选择的一个新评价方法。最后,通过一个实际案例分析来验证所给方法的可行性和有效性。
The main influencing factors on government investment project were analyzed systematically to construct an index system of influencing factors i. e. attribute set. In order to deal with the uncertain information and increase scientific decision-making,the qualitative judgment of the project was given by some experts with the interval-valued intuitionistic uncertain linguistics according to multiple attribute group decision making theory. To obtain the optimal comprehensive solutions,as well as to take the interactions between attributes into account,the non-additive measure and GS-IVIULCA operator were used to calculate the comprehensive evaluation value while the term weight of the attributes was determined by the information entropy and Shapley function. When the experts and the term weight of attributes were uncertain,the optimal fuzzy measure model was established on expert set and attribute set,respectively. Based on this,a new evaluation method of the selection of government investment project was proposed under uncertain information environment. Finally,an actual case was used to verify the feasibility and effectiveness of the given method.
