我国与中亚国家能源合作战略步骤及政策体系构建

Strategic steps and Policy system building on Energy Cooperation between China and Central Asian republics

文章基于新形势及双方共赢的利益诉求,提出了我国与中亚国家能源合作总体思路、模式选择,设想了能源基地——"两轴网络化"能源安全通道网——"新欧亚能源联盟"的战略步骤,并构建了双方在能源与投资、能源与贸易、能源与环境、能源与运输以及能源安全防护合作等方面的政策体系。

Based on new situation and win-win profits necessary,the article proposed a general idea and optional mode of energy cooperation between China and Central Asian republics.The author deems that there are three steps for the cooperation,the first step is the building of energy bases,the second is construct the energy security channel network,the third is establish the 'New Eurasian Energy Union'.The author builds up apolicy system include the cooperation fields of energy and investment,energy and commerce,energy and environment,energy and transportation,energy and security guard between China and Central Asian republics.
