论自贸区升级与政府职能转变

On the Upgrading of Free Trade Zone and the Transformation of the Government Functions

在新的国际经济形势和国内长期存在的行政体制缺陷的双重压力下,我国提出建设自贸区,实行新一轮改革开放,"以开放倒逼改革"。通过自贸试验区的实践,提出完善法律制度环境,明确政府新的职能定位,推进经济发展市场化,创新政府管理体制,加大政策扶持力度等相关对策,以期融合全球经济。其中政府职能转变直接关系到自贸区未来的发展前景。

Under the double pressures of the new international economic situation and the long-term defects of the domestic administrative system,China has put forward the proposal of the free trade zone construction,a new round of reform and opening up,to promote the reform by means of opening up.In the practice of free trade zone,the relevant countermeasures have been taken to improve the legal system environments,make the government functions explicit,promote economic development,innovate government management system,increase policy support,etc.in order to participate in the global economy development.And the transformation of the government functions are directly related to the prospects of the free trade zones.
