在宅基地使用权特殊身份性和"一户一宅"原则的限制下,宅基地使用权的继承无法顺利进行。应构建符合我国基本国情的宅基地使用权继承制度,在考虑宅基地使用权用益物权权利和其社会保障性相平衡的基础上,使宅基地使用权的经济价值得到充分发挥,农民的经济收入有所上升,农民生活水平逐步提高。

It should establish homestead usage right inheritance sy of stem in line with China＇s basic national conditions, give full play of economic value of homestead usage right on the basis considering the balance of homestead usufructuary right and its social security, which makes farmers＇ revenue increased, and their living standards enhanced gradually.
