海域资源市场化配置的实践与探索——以福建省为例

Practice and Exploration on the Marketization of Marine Resources Allocation——A case study of Fujian Province

福建作为海洋大省,秉承勇于探索、先行先试改革精神,在海域资源配置中率先引入市场机制,逐步实现市场化配置工作以点带面、纵深推进的良好态势。在对福建省内沿海地市充分调研的基础上,全面总结和梳理福建省海域市场化配置的典型经验和创新做法,深入挖掘海域资源市场化配置中亟待解决的问题:现行海洋行政法规难以适应市场化配置、海域资源有限、配置平台尚未形成、用海矛盾时有发生等;提出转变政府职能、创新制度设计,建立市场平台、加强市场监管,健全评估机制、培育服务市场,收储海域资源、实现优化配置,保障渔民利益、共享增值收益等全面推进海域资源市场化配置的对策建议。

As a great oceanic province,Fujian has taken the lead in introducing market mechanism in terms of marine resources allocation,with the spirit of exploration in reform practice as a forerunner. In the gradual realization of marketization,it has used its own experience in this field to promote the work in the rest parts of China. Through full investigation on Fujian coastal regions and cities,the paper,first of all,makes a review of Fujian＇s specific experience and creative practice with respect to marine resources allocation. In addition,the paper explores further on some urgent problems arising in the marketization of marine resources allocation and provides some solutions to these problems.
