摘要
政府购买服务自20世纪90年代由西方进入我国后获得了快速发展,成为政府提供公共服务的主要方式,在公共服务领域显示出优势,同时也出现了一些不容忽视的问题。这些问题主要是由于在政府购买服务的过程中,政府与社会组织间互动关系的非对称性所致,这种非对称性正是缺乏制度规范引发的。因此,政府与社会组织间关系的非对称性是造成当前政府购买服务出现问题的根源,而政府与社会组织间关系的制度化则是解决问题的路径。文章从政府购买服务制度化的内涵、现实诉求、困境以及发展路径四个方面来阐述政府购买服务制度化的逻辑推演过程。
Since the 1990s, the government purchase services have gained rapid development after introduced from the west to our country, and become the dominant way of government to provide public services. The government purchase services showed advantages in the field of public service, meanwhile, there have been some problems that can not be ignored. These problems are mainly due to the asymmetry of the interactive relationship between the government and social organizations in the process of government purchase services. This asymmetry is caused by lack of system criterion. Therefore, we believe that the asymmetry of the relationship between the government and social organizations is the root of the problems of government purchase services, and institutionalized relation between the government and social organizations is the path to slove the problems. This article elaborates the logical deduction of the institutionalization of government purchase services from four aspects which include connotation, reality demands, institutional predicament and development path.
