重大海洋灾害事件处置能力建设重点内容

The Construction of Capacity Handling the Serious Marine Disasters

我国是一个海洋灾害多发的国家,各类海洋灾害在我国每年都有发生,给人民生命财产造成巨大损失,给经济社会带来重大的影响,所以加强海洋灾害重大事件处置能力建设十分迫切。但是,当前我国没有成熟的海洋灾害应急处理机制,鉴于此,文章首先阐述了海洋灾害处置的原则和参与主体的职责,然后从预警机制、应急救援、灾后重建三个方面对处置能力建设重点内容提出了创造性建议。

China is a marine disaster-prone country. Almost all kinds of marine disasters occur in our country every year which cause huge loss of lives and property, and bring significant economic and social impact, so it is very urgent to strength- en the ability to deal with the construction of major marine disasters event. However, China is lack of mature marine disaster emergency response mechanism at present. In this article, we firstly discuss the principle of disposal and participants respon- sibilities, and then give some creative suggestions of three aspects of the construction of capacity handling the serious marine disasters.
