财政民生投入对居民消费影响的实证研究——基于城乡二元结构的考察

Study on Effect of Fiscal Well-Being Expense on the Resident Consumption:from the Perspective of the Urban-Rural Dual Structure

文章立足于我国城乡二元经济特征明显这样特殊的社会经济环境背景,利用1997-2013年30个省市的面板数据,构建计量模型实证考察财政民生投入对城乡居民消费的影响。结果发现:财政民生性投入对城乡居民消费需求均具有显著的挤入效应,但这种挤入效应存在着明显的城乡异质性。继而提出,在加大财政民生投入数量的同时,应注意民生投入结构的优化和比较优势的发挥,并畅通民生性公共品的需求表达机制,以提高财政资金民生投入的绩效。

Based on the special social background of the obvious urban-rural dual structure features, the paper uses the em- pirical data of China＇s 30 provinces to establish model and test the effect of fiscal well-being expense on the urban and rural resident consumption from 1997 to 2013.The empirical results are as follows ： The effect of fiscal expense for well-being on both the consumption of urban and rural resident is positive, but the effect has significant differences. When increasing fiscal expense for well-being, we should pay attention to its structural optimization.
