关于浙江农村低保问题的调查与思考

Investigation and Thinking about Problems of Rural Minimum Living Standard Security System in Zhejiang Province

在对浙江省绍兴、诸暨、宁波、温州、丽水等市不同区镇农村低保问题的调研中发现,目前存在的突出问题是低保对象甄别困难、基层工作量大以及基层工作力量较为薄弱。健全责任追究机制、构建造血式及权利义务对等型救助机制、健全信用体系、加强基层人员队伍建设、鼓励社会力量参与是解决存在问题的可行对策。

The prominent problems at present could be found in investigation of different district town such as Shaoxing,Zhuji,Ningbo,Wenzhou and Lishui in Zhejiang province were the difficulties to identify minimal assurance low object,heavy workload at the grass-roots level and the weakness of the grass- roots level power. Feasible measures to solve these problems were to improve accountability mechanisms,constructing hemopoietic type and the rights and obligations of peer to peer assistance mechanism,improve the credit system,strengthen the construction of grass-roots staff,encourage social forces to participate in.
