摘要
PPP模式在农地整治项目中的应用可以降低项目实施风险、提升整治效率。从PPP模式下农地整治项目的主体关系切入,探讨了不同主体间的博弈关系。通过建立动态博弈模型,分析了企业、政府和农村集体组织在项目实施中的行为选择及其影响因素,并从社会监督、违约防范和收益分配3个方面给出具体建议,以期为项目效率提升和顺利实施提供参考。
PPP model could reduce project risk and improve remediation efficiency. Starting from the relationship of stakeholders in the PPP farmland remediation project,explored different game relationship among stakeholders. By establishing a dynamic game model,analyzed the behavioral choice and influential factors of enterprise,government and rural collective organization in the implementation of project,giving three specific suggestions from community supervision,default prevention and income distribution,expected to provide a reference for efficient and successful implementation of the project.
