The Identification and Management of Nontechnical Risk in the Process of Oil and Gas Field Development

近年来,随着非技术风险(NTR)带来的后果日益严重,国内外油气勘探开发企业在油气田开发过程中对NTR的控制已逐渐成为其发展的战略重点。针对油气田行业开发过程中NTR的性质、内容和现状进行阐述,并提出主要的管理和控制手段,如开展社会经济影响研究,开发NTR预测模型,使利益相关方充分参与,预先进行调查和评价,建立健全安全、健康和环境管理系统(SHEMS)等,可以为油气田开发NTR的识别、控制及提出缓解措施提供一定参考。

In recent years,as the results brought by non-technical risk(NTR) are increasingly serious,the control of NTR is now becoming the strategic key point during the process of oil and gas development within the oil and gas exploration and development enterprises in domestic and overseas.Based on the oil and gas enterprises,the property,content and current situation are discussed,as well as the management and control measures,such as research on social and economic impact,NTR prediction model development,stakeholder participation,investigation and evaluation in advance and a sound safety,health and environmental management system(SHEMS) establishment,which can be used as reference during the identification,control and bringing out mitigation measures for NTR.
