湖南省开发区工业用地供应制度改革问题研究

Research on the Reform of the Industrial Land Supply System in the Development Zones of Hunan Province

本文首先分析了湖南省开发区工业用地供应、管理现状和存在问题,并通过采用问卷调查和座谈相结合的研究方法发现供应制度改革所面临的问题,提出相比"弹性年期出让制度",湖南省更适宜选择"先租后让、租让结合"的具体改革路径,最后提出了完善改革配套政策的建议。

This paper analyzes the industrial land supply, management status and existing problems in development zones of Hunan Province. In addition, it summarizes the difficulties of the reform of industrial land supply system in Hunan province by using the methods of questionnaire survey and interviews. It concludes that ＂first lease then remise, combination of lease and remise＂ is a much better alternative comparing with the ＂flexible remise system＂. And several suggestions for improving the reform and supporting policies are made.
