谈中国高等函授教育的改革

On the Reform of Higher Education by Correspondence in China

在现代信息技术突飞猛进的今天,中国高等函授教育已经不能适应新的形势,出现了一些亟待解决的问题。主要表现在:教学手段落后;工学矛盾突出,面授到课率低;办学成本风险高。要解决上述问题,一是国家成人高等教育的管理部门要解放思想,更新观念,加大改革力度。二是举办函授教育的高校要严格贯彻执行国家有关函授教育的法规政策,对各层次人才的培养规格与质量负全责。三是把国家开展现代远程教育试点学校成功的办学经验引入函授教育。

With the rapid development of modem information technology, Chinese higher education by corre-spondence cannot adapt itself to the new situation, and there are some problems to be solved in it. The teachingmethods fall behind ;the contradiction between work and study is obvious, and the attendance is low in face-to faceclasses ; the cost of running school has high risk. In order to solve these problems, firstly, the management departmentof national adult higher education should flee their minds, renew their ideas, and intensify the reform;secondly, theuniversities that hold higher education by correspondence should strictly carry out the rules and regulations in Chinaabout higher education by correspondence, and be fully responsible for the standard and quality of the talents in va-rious levels that receive their education;thirdly, the successful experiences in experimental schools that developmodem long distance education should be introduced into Chinese higher education by correspondence.
