Adhering to Leadership of the Party and Carrying forward Overall Law-based Governance

党的十五大作出依法治国的战略决策,党的十八届四中全会顺应时代要求,又作出了"全面出推进依法治国"的重大战略决策,全面推进依法治国与党的领导是何关系?全面推进依法治国是否仍要坚持党的领导?对于这些问题,理论界又开始呈现不同的声音。因此,仍有必要在思想上理论上进一步厘清坚持党的领导与全面推进依法治国的关系,正本清源,我们才能在实践领域破除重重困难和阻力,全面深入推进依法治国。

The strategy of law-based governance was raised in the 15th congress of the party and stressed in the 4th plenary session of the 18th congress. There is still doubts in the theoretical circle about the close relationship be- tween promoting overall law-based governance and adhering to leadership of the party. Therefore, promoting overall law-based governance can only be achieved on the premise of correctly understanding the relationship between adhe- ring to leadership of the party and promoting overall law-based governance ideologically and theoretically.
