夫夷河作为一条跨区域河流,其水污染问题不仅引发群体性事件,还制约当地社会经济发展,而单纯依靠政府各自为阵的传统治理模式已显得苍白无力。根据夫夷河水污染治理的实地调研,要有效治理夫夷河水污染问题,必须建立政府、企业、公众三位一体区域协作的防治机制,即政府加强监管、企业积极配合、公众主动参与、区域加强协作。

Governance just relying on government for each array is invalid. According to the practice of Fuyi River water pollution control and on-the-spot investigation, to solve the pollution problem of Fuyi River effectively, we must establish a trinity-like mechanism of government, enterprises and the public participate in and regional cooperation. It includes the government strengthening supervision, active cooperation from the enterprises, public participation and the strengthening of regional cooperation.
