"十二五"时期,国家颁布实施了新型城镇化发展纲要,中国城镇化进程与城市发展进入了新时期。中国西部地区在长期的非均衡发展战略实施下赶超效应与洼地效应明显。在整体全面转型的要求下,城市的均衡发展及其驱动作用也必须加快推动,其中绿色化、智能化与创新体系的建设是未来发展的方向,总体来看西部城镇经济的发展在整个西部经济发展中的动力转换作用明显。
