英国教育督导目标、准则、标准的新特点及其影响

2013年以来,英国教育督导出现新变化,督导标准、频率、内容不断调整,督导目标、督导者行为准则、质量标准、保障体系、效果等特色显著,特别是其法律权威性、行政独立性和业务针对性日益加强。英国教育督导对中国具有借鉴意义:我国教育督导应深入贯彻"依法治国"精神,把教育督导政令升华为国家督导法令,强化教育督导的法律权威;"运动员"和"裁判员"角色分离,确立督导的行政独立性;变督导"鸡肋"为教育"佳肴",使教育督导真正成为教育可持续发展的基石。

The updated noteworthy changes on the British school inspection criteria, frequency and content have been promoted since 2013, and these constant adjustments reflect obviously on the inspection goals, codes of conduct, quality standards, security system and other features as to enhance the practical effect remarkably. In particular, increasingly strengthened legal authority, administrative independence and highly professional standard on school inspection are concerned so far. With the great progress of China＇ s educational supervision, we should implement the spirit of ＂rule by law＂ and turn the education supervision into the national supervision decree, and strengthen the legal authority of educational supervision, and also separate the ＂ player＂ from the ＂referee＂ so as to ensure the administrative independence of educational supervision and to put the inspectional tastelessness into the educational delicacy. Only if we confirm the independent status and quality of education in- spection so far, could it be the ballast stone of education for sustainable development in China.
