在经济发展步入新常态,面临结构调整与转型升级任务的中国,一些曾经辉煌的工业中心也逐渐步入铁锈地带的行列,而在去产能已然位列2016年经济工作"五大任务"之首的情况下,中国铁锈地带转型的需求似乎比以往来得更为迫切。

The Rust Belt is a term for the region suffering economic decline, population loss and urban decay due to the shrinking of its prosperous industry. At present, China s economy has entered a period of new normal, confronting responsibilities such as structural adjustment, transformation and upgrading. Some industrial centres which were once glorious have been classified into the Rust Belt rank. In 2015, the GPD growth rates of Liaoning, Shanxi, eilongjiang, ilin and ebei provinces are under 6.9%, which is lower than the 31 provinces average growth rate. It is pretty obvious that the five provinces economy suffers a downturn, therefore the relevant reforms are worthy of being paid attention to.
