德尔菲法在我国艾滋病综合防治绩效评价指标筛选中的应用

The Application of Delphi method in Screening Performance Evaluation indicators of HIV/AIDS ComprehensivePrevention and Control in China

目的 筛选统一的、适合我国国情的艾滋病综合防治绩效评价的指标,用于指导我国艾滋病防治工作.方法 采用德尔菲专家咨询法,对卫生管理、疾病控制、临床医生以及流行病学、卫生统计学方面的专家进行三轮电子邮件咨询.结果 通过三轮咨询,历时2 个月,共筛选出52 个指标.其中需求评价指标7 个,组织保障评价指标8 个,防治活动评价指标15 个,防治效果的指标12 个,经济学评价指标5 个及满意度和反应性指标5 个.结论 建立了一套统一的、适合我国国情的艾滋病综合防治绩效评价指标体系.

Objective To screen unified performance evaluation indicators of HIV/AIDS comprehensive prevention and control which aresuitable for china’s situation, to guide China＇s AIDS prevention and control work. Methods Delphi method was used to call for consultation in the threerounds from experts in health management,disease control, clinician,epidemiology and health statistics by E-mail. Results Through three rounds ofconsultation, which lasted two months, a total of 52 indicators were selected, including 7 indictors on demands of HIV/AIDS prevention and control, 8indictors on organization requirements, 15 indictors on activities and operations, 12 indictors on effectiveness evaluation,5 indictors on economicsevaluation, 5 indictors on satisfaction and responsiveness. Conclusions A unified performance evaluation indicator system for HIV/AIDS comprehensiveprevention and control which are suitable for china’s situation have been established.
