新疆准东煤田煤炭矿业权整合方案及对策建议

Integrated plan and countermeasure proposals on coal mining royalty of Xinjiang Zhundong Coalfield

新疆准东煤炭资源丰富、埋藏浅、厚度大、易开采,但由于新疆维吾尔自治区政府财政资金困难,无力出资勘查煤炭资源,长期以无偿划拨方式给企业配置煤炭资源,地质勘查工作由企业出资完成,造成矿业权设置与矿区总体规划脱节。为加快推进解决煤炭开发企业矿业权相关问题,规范和促进地区煤炭行业健康发展,研究提出了准东煤炭矿业权整合方案、整合流程以及对策建议,为新疆乃至全国矿权整合提供参考,对加强资源管理、规范煤炭开发秩序和促进资源合理开发意义重大。

The coal resources in Xinjiang Zhundong are rich, shallow in depth, high in thickness and easy to be mined. Due to a financial capital difficulty, Xinjiang Uygur Autonomous Region was unable to finance the survey of the coal resources and provided the coal resources to the enterprises with a free allocation method over a long period of time. The geological survey was financed and conducted by the enterprises and thus a disconnection was caused between the mining royalty issued and the general planning of the mining area. In order to speed up and promote the issues solved related to the mining royalty of the coal development enterprises and to standardize and promote the health development of the regional coal industry, the study provided the integrated plan, integrated procedure and countermeasure proposals of Zhundong coal mining royalty in order to provide the references to the mine royalty of Xinjiang and the whole nation. The study would have great significances to enhance the resources management, to standardize the coal development sequences and to promote the rational development of the resources.
