创新、协调、绿色、开放、共享五大发展理念是一个有机统一体,既呈现出立足当下需求、近期发展的"目标—动力"二分逻辑结构,又呈现出着眼未来、彰显中国社会主义制度特色的"目标—载体(平台)—动力"三分逻辑结构。环境悬崖是环境风险长时期积累、环境容量陡然下降、环境问题集中爆发、环境系统的自我修复和恢复能力遭受毁灭性破坏、环境的人口承载能力近乎为零的地理空间;是特定空间长时期不当开发、过度开发的结果,现实表现为区域经济社会不可持续发展。落实五大发展理念,是"环境风险分散—环境问题增量控制—环境问题存量化解"三位一体的环境悬崖规避机制正常、高效运行的现实选择。

The five development concepts of innovation, coordination, green, openness and sharing are an organic unity, which not only display the ＂objective-motive＂ binary logic structure that is based on the current demand and recent develop- ment, but ＇also demonstrate the ＂objective-carrier （plafforul）-motive＂ tripartite logic structure that focuses on the future and highlights the socialist system with Chinese characteristics. Environmental cliff refers to the geographic space featuring long- term accumulation of environmental risks, sharp decrease in environment capacity, intensive outbreak of environmental issues, destructive damage to the self-healing of environmental system and the recovery capacity as well as almost zero environmental population carrying capacity. It is also the results of long-term improper and excessive development in certain space, which is demonstrated by the unsustainable regional economic social development. The implementation of the five development con- cepts is the realistic choice to ensure the normal and effective operation of triune environmental cliff evasion mechanism of ＂en- vironmental risk diversification-control of environmental issue increment-resolution of environmental problem stock＇.
