城市重要目标区域反恐小组的构建研究

针对城市反恐怖主义应急管理中缺乏基层组织的现状,提出了构建重要目标区域反恐小组的思路。重要目标区域反恐小组的主要功能包括涉恐事件发生前的预警、发生时的应对和事故后的配合处置;其组织结构应在政府反恐部门领导下,成立工作委员会负责开展具体工作;重要目标区域反恐小组的运作,可以按照危害减除、工作准备、事件应对、恢复与重建4个阶段进行。

The main function of the important objectives of regional counter - terrorism teams, including early warning before the incident involving terrorism is to deal with the disposal and after the time of the inci- dent. Its organization structure should be under the leadership of the government anti - terrorism department. It set up a working committee to carry out specific work; the operation mode of important target area anti - terrorism team can be deducted in accord- ance with four stages： hazards, job preparation, incident response, recovery and reconstruction.
