藏传佛教事务法治化的必要性——基于中央第六次西藏工作座谈会精神

On the Necessity of Rule by Law in the Tibetan Buddhism Affairs-an research based on the spirit of the Central Sixth Tibet Work Forum

藏传佛教事务在西藏工作中具有重要地位。中央第六次西藏工作座谈会提出了"依法治藏"的工作原则,要实现"治国"、"治边"、"稳藏"战略思想,必须首先实现藏传佛教事务法治化。文章基于理论和实践两方面的深入分析,认为藏传佛教事务法治化的必要性体现在五个方面:是进一步保障藏传佛教宗教信仰自由的需要;是维护藏传佛教界合法权益的需要;是积极发挥新时期藏传佛教服务社会功能的需要;是爱国护教、维护社会稳定和祖国统一的需要;是与社会主义社会相适应的需要。

The Tibetan Buddhism has an important position in the work of Tibet. The Central Sixth Tibet Work Fo-rum puts forward the principle of＂Ruling Tibet by law ＂. To achieve the strategic thinking of ＂ administer the country ＂, ＂ governance frontier region ＂,＂maintenance the stability in the Tibetan areas＂, we must first achieve the ruleby law in the Tibetan Buddhism. Based on the in-depth analysis in terms of theory and practice,in the authoropinion that necessity of rule of law in the Tibetan Buddhism have five aspects： It is the need to further guaranteethe freedom of religious belief of the Tibetan Buddhism; It is the need to safeguard the legitimate rights and inter-ests of the Tibetan Buddhist community; It is the need of the Tibetan Buddhism playing its social function active-ly in the new era; It is the need of patriotism and the protection of religion, and the maintenance of social stabilityand the reunification of the motherland; It is the need of the Tibetan Buddhism adapting to the socialist society.
