依托电大系统整合农村社区教育资源的路径选择与机制构建——以老年教育为例分析

The Study of Path Selection and Mechanism Construction on the Integration of the Rural Community Education Resources Promoted by the Radio and TV University

电大系统的教育资源优势与发展农村社区教育契合;电大系统应该以机构整合为先导,形成开放式的"电大—社区"教育一体化管理体制;以在线学习平台为突破口,建立数字化学习资源共享系统;以统筹师资队伍和硬件设施为重点,加强软硬件教育资源的科学规划与协调;以开发地方特色教育资源为契机,推进农村社区教育本土化发展。同时建立激励机制、导向机制、考核评价机制和政策法规保障机制,促进整合的顺利进行。

The educational resources of the Radio and TV universities accord with the development of rural community edu- cation. The Radio and TV universities should integrate rural education institutions and form an open ＂Open University -com- munity＂ educational integration management system. The online learning platform should be taken as a breakthrough to help es- tablish a sharing system of digital learning resources. The faculty and hardware facilities should be well-coordinated to focus on the scientific planning and coordination of hardware and software educational resources. Moreover, local special education re- sources should be developed to promote the localization of rural community education. Finally, the incentive, guiding and evalu- ation mechanisms as well as those mechanisms safeguarding policies and regulations must be established to promote the smooth integration.
