Taxi Industry Standards Based on the Perspective of "Tragedy of the Commons"

互联网约租车公司的兴起,网络预约出租汽车的不断涌入,各利益主体对出租车市场的权利和利益的争夺,形成了"公地悲剧"。通过借用公地悲剧的理论以及治理方式,基于现有的出租车市场情况,分析出租车行业公地悲剧的形成机制,并从产权、政府规制和建立自我激励的单边协议三个方面对出租车行业规范提出思考与建议。

The rise of the Internet about car rental companies, the continuous influx of network reservation for taxis,and the contest of various interest subjects for the rights and interests of taxi market, form a ＂tragedy of the commons＂.Through the theory and governance of tragedy of the commons, and based on the existing taxi market, this paper analyzes the formation mechanism of the tragedy of the commons in taxi industry, and puts forward thinking and recommendations for taxi industry standards from property rights, government regulation and self-motivated unilateral protocol establishing.
