琼管安抚司设置时间考——兼论宋代海南岛最高行政机构设置及其职能变迁

Textual Research for the founded time of Qiongguan Anfusi(琼管安抚司)_Also on the Highest Administrative Machinery Setting and Function Change of Hainan Island of the Song Dynasty

海南岛是我国南部重要海岛,在宋代复杂的边疆形势之下,朝廷加强对海南岛的经略。宋代海南岛的高层行政机构经历了由转运司到安抚司的转变,对于其转变的时间,史籍记载颇有出入,而仔细甄别,可知熙宁年间说与宣和年间说皆不确,琼管安抚司取代转运司当于宋神宗元丰四年(1081),此后琼管安抚司统揽海南岛军政大权。

Hainan Island is an important island in southern China, under complex frontier situa- tion in song dynasty, the government strengthen the running of Hainan Island. the Highest Adminis- trative Machinery of Hainan Island was transitioned from Zhuanyunsi （转运司） to Anfusi （安抚司） in the song dynasty. For the transition time, historical records was different. Through carefully dis- criminates, it can be determined that the transition time was 1081. Since then, Qiongguan Anfusi took the highest military and political power of Hainan Island.
