21世纪海上丝绸之路战略构架下深化中国—斯里兰卡经济合作研究

本文从斯里兰卡在21世纪中国海上丝绸之路中的战略地位视角出发,强调斯里兰卡是扼守中东和东亚间海洋运输线、连接亚非欧航路枢纽的战略要冲,是中国印度洋运输线的重要节点;斯里兰卡与中国长期形成有宗教文化认同,并在太平洋、印度洋地区具有文化引领、全面合作的强大示范效应;斯里兰卡是中国同印度洋地区大国政治经济角力的重要战略点。将中斯经济合作对海上丝绸之路的影响作理论和实践剖析,由国际经济政治理论切入对国际政经关系做梳理归结,分析认为包括中斯在内要保证影响21世纪海上丝绸之路的国际政经关系、国际政策决策在可预期、可协调、可控制的范围内,需要沿线各国在经济政治上都有均衡持续收益。最后就强化中国和斯里兰卡经济合作推进21世纪海上丝绸之路建设提出了具体举措:要进行顶层战略谋划,构建经济合作的重点体系,塑造优良的合作环境。

This article analysis the strategic position of Sri Lanka in maritime Silk Road of the 21st centu- ry. Sri Lanka is hub between the Middle East and east Asia and is the strategic position connecting the hub of the Asian and European route. So it is crucial to China. The religious cultural communication be- tween China and Sri Lanka can bring heavy influence in the Pacific and Indian Ocean region. Sri Lanka is China and Indian Ocean region political and economic battle power of the important strategic point. Will, in the economic cooperation of the maritime silk of the 21 st century route analysis theory and practice. En- sure that influence the Marine silk road international political and economic relationship of the 21st centu- ry,international policy decisions in the predictable, coordination, control, within the scope of the need has balanced sustained gains in economic and political. The political and economic relations between Chi- na and Sri Lanka are gradually improved by cultural communication in contemporary world. The strategy for how to strengthen economic cooperation of China and Sri Lanka are as follows： carry on the top level strategic planning, focus on building economic cooperation system, excellent environment for cooperation.
