论公民现代法律意识的培育——以新疆地区为例

On the Cultivation of Citizens' Modern Legal Consciousness In the Case of Xinjiang Uygur Autonomous Regionale

自改革开放以来,新疆的社会面貌发生了巨大的变化,但与内地相比,新疆现代化的广度和深度仍有较大差距。新疆目前还是一个法治渊源不长、法律观念陈旧和落后,少数民族传统法律文化影响还比较深、宗教文化影响比较广的多民族地区。近些年来,一些涉及少数民族和民族地区的事件,也表明现代民主法治的观念还不够深入人心,公民法律意识还比较淡漠。要实现新疆从法律精神到法律制度由传统走向现代的整体变迁,需要从经济生活中培养民众的现代法律意识,建设现代法律文化,进一步强化公民的法律观念及拓宽普法宣传教育工作的路径。

Since the reform and opening up,Xinjiang has undergone tremendous changes in the social landscape.But compared with the mainland,the breadth and depth of Xinjiang＇s modernization is still a big gap.Xinjiang is a multi-national region with a short history of rule,old and outdated legal concept,deep influence of traditional legal culture of the ethnic minorities and the influence of religious culture is still relatively wide.In recent years,some of the events related to ethnic minorities and ethnic areas show that the concept of modern democracy and rule of law is not enough deeply rooted in the hearts of people and the legal awareness of citizens is still relatively indifferent.To realize the entire shift of the spirit of the law to the legal system from the traditional to modern change,we need to cultivate the modern legal consciousness of people from the economic life,construction of modern law culture,to further strengthen the legal awareness of citizens and broaden the path and mode of publicity and education work.
