Building the Operation Mechanism of Lifelong Accountability for Major Policy Decisions

一项重大行政决策得以最终落实,除了决策人员主观重视以及相关工作人员合法合理行政之外,关键在于责任追究的威慑。而现实中行政责任事故频发,追根溯源在于制度的缺失,尤其是责任追究制度的缺失。以党的十八届四中全会为背景,探寻建立重大决策终身责任追究制度及责任倒查机制,探索重大决策终身负责运行机制构建方式,可以为深化政府管理体制改革和政治体制改革提出思路。

In addition to the decision makers＇ subjective value and related legal reasonable administrative staff,the key to which a major administrative decision-making can be achieved finally lies in the deterrence of administrative accountability.And administrative accountability accidents frequently happening in reality can trace back to the lack of system,especially the lack of accountability system.Based on the fourth plenary session of the 18 th National Congress of the Communist Party of China,we can explore and establish the system of life-long account ability for the operation mechanism of major policy decisions so as to find the way that deepens the reforms of government management system and political system reform.
