“大海洋法”课程体系的构建——基于淮海工学院创建“江苏海洋大学”的思考

Construction of the Curricula of“Broadly-defined Maritime Law”:Reflections on the Strategy of Huaihai Institute of Technology of Building“Jiangsu Ocean University”

课程体系是教育教学的重要依据,也是人才培养质量的关键因素。经过多年积累,淮海工学院法学专业海洋法建设已具备一定的基础,但在培养目标定位、课程体系结构、课程内容安排和课程教学形式等方面仍存在不足,无法适应发挥工科院校法学专业竞争优势、助力淮海工学院创建"江苏海洋大学"、服务连云港市"一带一路"交汇点建设和江苏海洋开发战略的需要。基于此,提出应拓宽海洋法研究的内容与研究视野,从多个方面构建和完善"大海洋法"课程体系,形成全方位海洋法人才培养机制。

Curricula provide an important basis for education and teaching activities,which are also critical factors to the quality of the talent-training.After years of accumulation,on one hand,the law school of Huaihai Institute of Technology already has a foundation in the maritime laws;on the other hand,there are still some defects in the orientation of training goal,the structure,content and teaching method of curricula,which are unable to meet the needs of playing a competitive advantage for the law major in technical institutes,contributing to establishing＂Jiangsu Ocean University＂,serving to ＂One Belt and One Road＂intersection construction and Jiangsu coastal development.Therefore,the paper advocates broadening the research perspective and content of maritime laws,constructing and improving the curricula of＂Broadlydefined Maritime Law＂in many respects,in order to establish a comprehensive mechanism of talent-training,and contribute to achieve the goal of establishing＂Jiangsu Ocean University＂in the near future.
